Voices of the team - Tzofia Oren

Tzofia Oren, Chief Content Officer at Voice of the People (VoP), brings a wealth of experience in leadership development, strategic management, and community-building. Her career began with a three-year mission in Finland, working with the Jewish community in Helsinki, which deepened her global perspective and commitment to collaboration. Upon returning to Israel, she served as the CEO of a pre-army program for women, empowering the next generation of female leaders. Most recently, she worked with the MAOZ organization, strengthening Israel’s socio-economic resilience.

Now, as CCO of VoP, Tzofia is leading the structural design behind the initiative’s groundbreaking global council—an effort to unite diverse Jewish voices in pursuit of impactful change. 

Building More Than Just a Program

At the heart of Tzofia’s work is the belief that sustainable change requires more than a structured program—it requires a program for collaboration. VoP’s two-year council is built around this philosophy, bringing together 150 leaders from around the world. The council is split into 10 groups, each focusing on a specific challenge facing the global Jewish community, with the aim of generating innovative, community-driven solutions.

Tzofia emphasizes that the program was intentionally designed not to provide answers but to empower council members to explore challenges, research deeply, and collaboratively propose solutions.

“We’re building a space where voices can truly collaborate,” she explains. “This isn’t about providing ready-made answers—it’s about empowering leaders to discover solutions together.”

 

A Thoughtful Process with Key Players

To ensure the council’s success, Tzofia and her team have helped shape a structure supported by three key groups working alongside the council members:

  • Facilitators – Experts in group dynamics, guiding the collaborative process without directing outcomes.
  • Fellows – Young leaders acting as the right hand to facilitators, ensuring smooth coordination.
  • Content Advisors – Subject-matter experts who provide deeper insights into complex issues, while maintaining the council’s ownership of the work.

This layered approach is built on the principles of adaptive leadership, where the focus is on exploration, ongoing learning, and the collective strength of diverse perspectives.

A Three-Step Framework for Impact

The VoP council follows a structured three-step process to move from research to real-world solutions:

  1. Understanding the Problem – The journey begins at our conference in Israel, where council members will meet and engage in initial discussions. From there, they’ll dive into deep research, speaking with experts, organizations, and communities to define the problem with clarity. This phase includes hands-on fieldwork to ensure a grounded understanding.
  2. Testing Solutions – With research in hand, teams will develop and test potential solutions through small-scale pilot programs. Gathering real-world feedback will help refine ideas before moving toward broader implementation.
  3. Scaling and Integration – The final phase focuses on embedding the strongest initiatives into the broader Jewish ecosystem, ensuring lasting impact beyond the VoP council.

“This is the first time a framework like this is being built in collaboration with such a diverse group,” Tzofia shares. “We’re shaping this journey together—learning, iterating, and discovering new approaches along the way.”

The Power of Diversity at Work

Diversity is central to both the structure and the impact of VoP. The council brings together a wide range of backgrounds—activists, academics, artists, and more. Tzofia believes this mix is key to innovative thinking.

“Innovation happens when you bring together people who think differently,” she says. “A cello player in Brazil might offer insights an anti-Semitism expert hadn’t considered before. That’s the power of diversity—it sparks ideas no one has explored before.”

Looking Ahead 

As the council prepares for its first in-person gathering this March, we recognize that this is a pilot—a first-of-its-kind initiative that we are building together. Rather than following a set blueprint, we are creating new paradigms for problem-solving and embracing bold, innovative thinking.

“We’re not looking for the usual answers,” Tzofia emphasizes. “We’re challenging ourselves to find new approaches, to create meaningful change that lasts.”

With Tzofia’s leadership, the facilitators, fellows, content advisors, and council members are working together to build something remarkable—a collaborative movement designed to shape the future of the global Jewish community.
